Combine the cream and milk in a heavy saucepan and bring to the boiling point. Add the spices now if you decide to use them and boil the mixture for 1 minute just to release the flavors of the spices. If you're not using spices, don't let the mixture boil.
Remove from heat and stir in the chocolate, followed by the cocoa powder.
Mix well with a whisk until smooth then add sugar to taste.
Pour the hot chocolate into mugs and top with plenty of mini marshmallows or whipped cream.
The ratio is 1 part heavy cream - 1 part chocolate - 4 parts milk
